The 3GPP Optimization (GTP) application is a fixed solution. It applies to both GSM and UMTS networks and offers three main sets of functions:
Optimization of a single network parameter;
Optimization of a given feature;
Optimization of multiple network parameters and features.
The process of optimizing a given feature depends on two factors: a) how many features are there in a network, and b) how well defined are the features.
The basic approach taken by the Optimization (GTP) application is to define a set of suitable performance and optimization objectives and, once the objectives are identified, determine the optimal value of each network parameter or feature.

The GTP application is a service offered by the Mobility Management Application Part (MME) in the UMTS E-UTRAN system. This service is based on the 3GPP technical specification TS 23.241. The optimization activities are performed by the Optimization function of the MME.

The Optimization application works in the following way. A network parameter (network feature) that can be optimized is defined. Then a default value (normal value) is assigned to this parameter. As a first step, the input parameters are collected (in a given parameter set). The value for each parameter is given as a parameter set.
As a second step, the networks are analyzed. The defined parameter set is sent to the optimization function of the MME. The function will apply the optimization algorithms (under the hood) to the network and return the new value for each parameter in the parameter set.

The Optimization service is a third party solution and not a network element or functional component. The Optimization service is provided through the Mobile Application Part (MAP) (later part of the Optimization function of the MME).

The Network Optimization application is described in 3GPP Technical Specification TS 23.241. This specification provides a generic approach to the application and performance and optimization objectives for GSM and UMTS networks. The Optimization Service offered by the MAP is described in the 3GPP Technical Specification TS 25.305.
